GST Registration Changes from November 2026: What Indian Manufacturers Must Update in REG-01, Amendments and Their ERP

On 26 October 2026 the government notified Notification No. 05/2026-Central Tax, which substituted the rules on amending a GST registration, alongside Circular No. 257/03/2026-GST of the same date. On 1 November 2026 GSTN issued advisories explaining what has changed on the GST portal (TaxO on the REG-01 advisory, A2Z Taxcorp on the amendment advisory). Two changes matter most to manufacturers. The registration application, FORM GST REG-01, has been revised with new fields and standardised premises categories. And the amendment process has been split: changes to the principal place of business still go to the proper officer, while most other changes, including additional places of business, take effect on submission and online validation.

This guide is for owners, finance heads and compliance teams at Indian manufacturing units, especially those adding a godown, a second shed, a job-work location or a plant in another state. It summarises what changed, based on the GSTN advisories as reported by tax publications, and then covers the part nobody files a form for: keeping your ERP, invoices and e-Way Bills in line with the registration. Always confirm the current position on the GST portal or with your tax adviser before you file.

TL;DR: From November 2026, REG-01 asks for more structured detail (premises by possession category, factory registration particulars, up to 10 bank accounts) and validates identifiers online before an ARN is generated. Amendments other than the principal place of business now take effect on submission and validation, but only if the authorised signatory and one promoter complete OTP verification within three days. Registrations can now change faster than most plants update their own records. The fix is to treat every GSTIN and place of business as a master in your ERP, hold stock by location, raise invoices and e-Way Bills from that location, let the system pick a challan or an invoice for transfers, and reconcile ITC and job work every month. ERPDrive does this in one cloud ERP.

What Changed on 1 November 2026

AreaWhat the advisories describeWhy a manufacturer should care
Places of business in REG-01Possession of principal and additional places is classified as owned, in a deceased ancestor's name, rented or leased, consent-based, co-working or SEZ premises, each with its own supporting documentsRented godowns and premises used with a relative's consent need the right document ready
Nature of businessExpanded to include factory registration particulars and Authorised Economic Operator details, among other categoriesA new plant's registration asks for factory details up front
Bank accountsUp to 10 accounts at filing where available, otherwise within 30 days of the REG-06 certificateKeep bank details ready when registering a new unit
Online validationCIN, LLPIN and similar identifiers validated online; ARN generated only after validation succeedsTypos in company identifiers now stop the application
Amendments other than principal placeCertificate stands amended on submission and online validation, covering legal name, partners or directors and additional places of businessA new godown can be on your registration quickly, so your own records must keep up
Principal place of businessStill examined by the proper officer under Rule 19Plan an office or factory move around the approval date
OTP verificationPrimary authorised signatory and one selected promoter, partner or director verify mobile and email within 3 days, or no ARNA signatory who has left, or a phone nobody checks, blocks the amendment

Why Registration Changes Turn Into Margin Leaks

A registration certificate describes where you are allowed to operate from. Your invoices, e-Way Bills and stock ledger describe where you actually operate from. When the two disagree, nothing breaks on the day. The cost shows up later: a truck held because the dispatch address on the e-Way Bill does not match the documents, a buyer who holds payment because their input tax credit does not reconcile, a branch transfer that should have been invoiced and now needs a correction, or stock at a godown that the books never knew about.

The November changes make registrations quicker to amend. That is good news, but it widens the gap in plants where the ERP, Tally company, Excel invoice formats and the e-Way Bill login are each updated by a different person at a different time. The faster the registration can move, the more your own records need to move with it.

Key Takeaway: The registration is the source of truth for where you operate. Every invoice, e-Way Bill, stock location and transfer document should be generated from masters that mirror it, so that one update in one place carries through to every document the next morning.

7 Problems Indian Manufacturers Face When Their GST Registration Changes

Problem 1: The New Godown Is on the Registration but Not on the e-Way Bill

The Problem: You rent a godown next to the plant and add it as an additional place of business. Under the new process the certificate can be amended soon after submission. But the dispatch team keeps typing the main factory address on e-Way Bills, and the godown's stock sits inside the main store's figures in Excel.

How ERPDrive Solves It: Every plant, godown and warehouse is a location in ERPDrive under its GSTIN, and stock posts to one live ledger by location. When goods are dispatched, the e-Way Bill is pre-filled from the invoice with the from and to addresses, HSN summary and transporter details, so the address comes from the master instead of the clerk.

The Result: What you dispatch from is what your documents say you dispatch from. See our e-Way Bill guide and our guide to warehouse management.

Problem 2: Moving the Principal Place of Business Before the Officer Approves

The Problem: Principal place of business changes are still examined by the proper officer. If the invoice header is changed on the day the office moves, invoices may carry an address that is not yet on the certificate. If it is changed weeks later, the opposite happens. Either way, someone edits invoice formats, the e-invoice setup and the e-Way Bill details separately.

How ERPDrive Solves It: ERPDrive raises tax invoices, e-invoices and e-Way Bills from the same transaction data and the same company and GSTIN masters, so the change is made once, on the day the amended certificate is available, and flows into every document from then on.

The Result: One controlled changeover date instead of four separate edits. Read our GST invoicing guide and our guide to GST e-invoicing.

Problem 3: A New Plant in Another State Means a New GSTIN, Not a New Address

The Problem: GST registration is state-wise, so a unit in a new state needs its own registration. The revised REG-01 asks for more at the start, including factory registration particulars, premises documents by category and bank details. Once registered, the new unit needs its own invoice series, e-invoices and returns. Many MSMEs open a separate Tally company and a new set of spreadsheets, and stock and costing split in two.

How ERPDrive Solves It: ERPDrive supports multiple GSTIN registrations under one organisation, with separate invoice numbering, place of supply logic and tax calculation for each, and GSTIN-wise or consolidated reports. Each unit generates its own e-invoices and e-Way Bills against its own registration.

The Result: A new state is a new GSTIN in the same system, not a second business to reconcile. See our guide to multi-plant and multi-location ERP.

Problem 4: Transfers to the New Unit Still Go Out on a Challan

The Problem: Moving stock between two locations under the same GSTIN is a stock transfer. Moving it between units under different GSTINs is a supply that needs a tax invoice. Staff who have sent material to the second shed on a challan for years tend to keep doing so after the new unit gets its own registration, and the gap surfaces at return filing or in an audit.

How ERPDrive Solves It: Inter-unit movement is a controlled workflow. ERPDrive raises the correct document based on the GSTIN relationship: a delivery challan and, where required, a stock transfer e-Way Bill within one GSTIN, and a taxable invoice between different GSTINs. The receiving unit confirms receipt, and any difference is flagged.

The Result: Branch transfers reconcile in GSTR-1 and GSTR-3B. See our GSTR-1 and GSTR-3B guide.

Problem 5: Material at Job Workers That Nobody Can List

The Problem: Material sent for plating, heat treatment or stitching is still your stock. Under the GST job work provisions, a principal who wants to supply goods directly from an unregistered job worker's premises generally has to declare those premises as an additional place of business, which the new process makes quicker. But the declaration does not tell you what is lying there. When challans live in a register, nobody can say what is out, since when, and what came back.

How ERPDrive Solves It: ERPDrive generates delivery challans for job work with the GST-prescribed fields, tracks pending returns challan by challan, and reconciles job work material for ITC-04 within the time limits.

The Result: A live list of your stock at every job worker, ready for ITC-04 and for any declaration you make. Read our job work GST guide and our guide to subcontracting and job work management.

Problem 6: Supplier and Customer Details That Go Stale

The Problem: The faster amendment route applies to your suppliers and customers too. Legal names, partners and places of business can change on their registrations quickly, while your vendor and customer masters still carry what was set up years ago. The mismatch appears later, when input tax credit does not reconcile or a customer asks for a corrected invoice.

How ERPDrive Solves It: ERPDrive reconciles purchase data with GSTR-2A and 2B, so a supplier invoice that does not match shows up in the ITC reconciliation rather than at year end. Customer details, delivery addresses and HSN codes are pulled from the customer master into every invoice, so a correction made once applies to the next invoice.

The Result: Fewer ITC surprises and fewer corrected invoices. See our guides to vendor management and accounts payable.

Problem 7: Ship-To Details Held in the Dispatch Clerk's Head

The Problem: GSTN had proposed making the Ship-To GSTIN mandatory on Bill-To Ship-To e-Way Bills from 1 August 2026. On 29 July 2026 it kept that enhancement on hold until further notice, and no new date had been announced in the reports we found (LookupTax on GSTN Advisory 668). The date may be uncertain, but the direction is clear: the portal wants to know more precisely where goods are going.

How ERPDrive Solves It: Customer delivery addresses are held in the customer master and pulled into the invoice and the e-Way Bill, with from and to addresses pre-filled. The Ship-To details live in one place instead of being retyped for each dispatch.

The Result: If the rule returns, the data is already structured. Read our note on e-Way Bill changes in 2026 and our guide to dispatch and logistics management.

How ERPDrive Keeps Operations in Line With Your Registration

Step 1: Map Every GSTIN and Place of Business

Set up each GSTIN in ERPDrive and create a stock location for every principal and additional place of business on its certificate, including godowns and job-work sites you have declared.

Step 2: Hold Stock by Location

Receive, issue and count stock against the location where it physically sits, so what the books show at each place matches what the registration says you operate from.

Step 3: Raise Documents From the Location

Create invoices, e-invoices and e-Way Bills from the dispatching location, so the GSTIN, from address and place of supply come from the master rather than from someone's typing.

Step 4: Route Transfers and Job Work Correctly

Let the system choose a challan or a tax invoice from the GSTIN relationship, and send material to job workers on challans that are tracked until they come back and reconciled for ITC-04.

Step 5: Reconcile Every Month

Review ITC against GSTR-2A and 2B, pending job work challans and inter-unit transfers each month, and update masters the same week a registration changes.

A Practical Checklist After the November 2026 Changes

  1. Pull your current certificate. List the principal place and every additional place of business for each GSTIN.
  2. Check who receives the OTP. Confirm the primary authorised signatory's mobile and email, and those of the promoter or director you will select, are current and monitored, because verification must be completed within three days.
  3. Organise premises documents by category. Owned, rented or leased, consent-based and the other categories each need their own supporting documents.
  4. Prepare for a new unit. Keep factory registration details and bank account details ready before you file REG-01 for a new plant.
  5. Match your ERP to the certificate. One stock location per registered place, under the right GSTIN.
  6. Clean supplier and customer masters. Update names, GSTINs and delivery addresses, starting with your largest suppliers and customers.
  7. Review monthly. ITC reconciliation, job work challans and inter-unit transfers with accounts, stores and dispatch together.

Frequently Asked Questions

What changed in GST registration in November 2026?

Notification No. 05/2026-Central Tax, dated 26 October 2026, substituted the registration amendment rules, and GSTN advisories dated 1 November 2026 explained the portal changes. FORM GST REG-01 now has standardised premises categories, expanded nature of business disclosures including factory registration particulars, bank details for up to 10 accounts and online validation of identifiers. Amendments other than the principal place of business take effect on submission and online validation, subject to OTP verification within three days.

Does adding an additional place of business still need officer approval?

As reported from the GSTN advisory of 1 November 2026, changes to particulars other than the principal place of business, including additional places of business, take effect upon submission and online validation. Changes to the principal place of business are still examined by the proper officer under Rule 19. Confirm the current position on the GST portal before you file.

What happens if OTP verification is not completed within three days?

The mobile number and email of the primary authorised signatory, and of one selected promoter, partner or director, must be verified by OTP. If this is not done within three days of submitting the amendment, the Application Reference Number is not generated, so the amendment does not go through.

Does a new plant in another state need a separate GSTIN?

Yes. GST registration is state-wise, so a manufacturing unit in a new state needs its own registration. Goods moving between your units under different GSTINs are then supplies that need a tax invoice, not internal stock transfers on a challan.

Does ERPDrive file GST registration amendments?

No. Registration applications and amendments are filed on the GST portal by you or your tax adviser. ERPDrive keeps your operations aligned with the registration: places of business as stock locations under each GSTIN, invoices, e-invoices and e-Way Bills raised against the right registration and address, the right document for transfers and job work, and ITC reconciliation against GSTR-2A and 2B.

Conclusion: Let the Registration Lead and the Documents Follow

The November 2026 changes make GST registrations more structured and quicker to amend. For a manufacturer, the risk is not the form. It is the gap between a registration that changes in days and invoices, e-Way Bills, stock locations and masters that change whenever someone gets to them.

ERPDrive closes that gap for Indian manufacturers in one cloud ERP. Book a free demo to see it on your own GSTINs and locations, or message us on WhatsApp to talk through your setup.
